Vancouver Coastal Health is looking for a Chief Project Officer, and Executive Director, Capital Planning and Projects to join the team. Shape healthcare infrastructure that will serve patients, care teams and communities for years to come.

Reporting to the Associate Vice-President, Corporate Services, the Chief Project Officer and Executive Director provides executive leadership for a capital portfolio exceeding $500 million within VCH’s Coastal Community of Care, guiding projects from strategic vision to operational readiness.

You will lead a team of experts across established project delivery models, overseeing planning, procurement, design, construction and commissioning. Working collaboratively with VCH, the Ministry of Health, Infrastructure BC and community partners, you will champion innovation, shared accountability and successful delivery.

Coastal spans the North Shore, Sea-to-Sky corridor, Sunshine Coast, Powell River/Qathet and Central Coast communities, including Bella Bella and Bella Coola. As a Chief Project Officer, and Executive Director, Capital Planning and Projects with Vancouver Coastal Health you will:

  • Lead transformational delivery: Oversee planning, procurement, design, construction, and commissioning of major hospital redevelopments.
  • Champion collaborative delivery: Lead high-performing teams through IPD or Alliance models emphasizing partnership, transparency, and shared success.
  • Strategic facility planning: Co-develop long-range facility strategies and site-specific master plans aligned with VCH’s goals and community priorities.
  • Procurement and contract oversight: Direct procurement strategy, evaluation, negotiation, and contract management to ensure fair, transparent, value-based outcomes.
  • Risk, governance, and compliance: Implement rigorous risk-management frameworks and ensure adherence to health, safety, environmental, and accreditation standards.
  • Clinical and operational integration: Align facility design with care-delivery models; ensure seamless operational readiness and patient safety during transition.
  • Financial stewardship: Oversee capital and operating budgets, maintaining fiscal discipline, transparency, and alignment with public-sector standards.
  • Strategic asset management: Contribute to long-term capital investment strategies, lifecycle planning, and asset optimization across VCH’s facility portfolio.
  • Innovation and sustainability: Advance evidence-based design, LEAN principles, and sustainability goals to create adaptable, resilient, inclusive environments.
  • People leadership: Build a culture of excellence, inclusion, and psychological safety; support, mentor, and empower multidisciplinary project teams.
  • Knowledge leadership: Integrate emerging technologies and best practices to continuously enhance capital planning and project delivery.
  • Partner and community engagement: Foster trusted relationships with government, clinical, and community partners to ensure projects reflect shared values.

Technical & Governance Accountabilities:

  • Business-plan execution: Ensure the effective and timely discharge of VCH’s project responsibilities as outlined in approved business plans, funding agreements, and governance frameworks.
  • Scope and quality control: Approve scope revisions within delegated signing authority; ensure robust project-management plans and reporting processes are in place.
  • Specifications and technology integration: Direct development of building, equipment, and digital-technology specifications to ensure full clinical and operational integration.
  • Feasibility and planning studies: Lead preparation of feasibility analyses, project charters, and implementation plans supporting capital-project approvals and readiness.
  • Matrix coordination: Promote synergy and accountability across Alliance Leadership team, project-management, clinical-planning, equipment-planning, and results-management functions to avoid duplication.
  • Performance and human-resources management: Oversee recruitment, performance evaluation, and professional development for assigned staff in accordance with VCH policies.
  • Carries out responsibilities in accordance with health and safety requirements.  Immediately reports unsafe situations by notifying supervisor or other appropriate personnel.
  • Performs other related duties as assigned.
Qualifications

What you bring: Education and Experience

  • A Master’s degree in Business Administration, Architecture, Engineering or a related discipline.
  • Ten to fifteen years of progressive senior leadership experience in large, complex organizations, ideally in healthcare or public infrastructure.
  • An equivalent combination of education, training and experience may be considered in place of the above.
  • Demonstrated success delivering complex major capital projects exceeding $250 million, or of comparable size and complexity, using established project delivery models.

Work Location and Travel

 

Work Location: Lions Gate Hospital; onsite presence required.Travel: Travel to other VCH sites and partner locations may be required.
