The Contract Advisory Leader provides strategic leadership in the development, oversight, interpretation, and continuous improvement of health service agreements and contract management practices. The role serves as a trusted advisor to operational leaders, executives, finance, legal counsel, and external service providers, ensuring contractual arrangements support organizational objectives, accountability for public funds, quality service delivery, regulatory compliance, and effective risk management.
The Contract Advisory Leader leads a team of contract professionals responsible for advising on complex contractual, financial, operational, and governance matters across a diverse portfolio of community health, long-term care, mental health, substance use, assisted living, supportive housing, and other funded services. The role requires balancing partnership and stewardship by supporting providers in delivering services while protecting the interests of the health authority.
As a Leader, Contracts Advisory Services with Vancouver Coastal Health you will:
- Be responsible for the overall management of all service contracts advisory across the health authority, supported by the assigned Contracts Advisors for the designated Vancouver Coastal Health (VCH) Community of Care (CoC).
- Provide advisory for multi-million dollar contracts across the Mental Health Housing, Group Home, Mental Health and Substance Use (MHSU) beds, and Residential Services portfolios. Additionally, this position develops, implements, monitors, and makes recommendations for mitigation of variances in service delivery and funding of assigned CoC contracted service partners.
- Provide leadership in the delivery of client care with a focus on coordination and integration of contracted services across one or more CoC.
- Partner with VCH and assigned CoC Financial Planning, and VCH Legal to ensure negotiated financial and service arrangements are in line with organizational standards, practices, guidelines and budgetary constraints.
- Maintain current knowledge of generative AI, automation and emerging technologies and provides leadership in evaluating and implementing responsible, business-focused solutions that strengthen performance management, executive reporting and operational effectiveness.
- Lead or participate in identified contract management projects, proposes new initiatives, liaises with other VCH programs, and manages stakeholder engagement, communications and quality improvement activities, supported by the Quality Improvement and Customer Service team of the CMO.
Qualifications
Education & Experience
- Master’s Degree in Business Administration or related field, supplemented by seven to ten (7 to 10) years’ recent, related experience managing clinical services contracts or a combination of education, training and experience.
- Formal Project Management training is an asset.
Knowledge & Abilities
- Comprehensive knowledge of contract management, and cost/benefit analysis.
- Comprehensive knowledge and understanding of contract law, bid processes, and contract negotiations.
- Extensive experience in effectively and successfully managing service provider relationships.
- Extensive experience in managing projects to achieve results.
- Broad knowledge of the BC Health Care Industry environment.
- Effective leadership and communication skills to foster a respectful and motivating environment.
- Strong analytical, organizational, communication, interpersonal and administrative skills.
- Physical ability to perform the duties of the position.
- Mental Health and Substance Use (MHSU) experience/knowledge is an asset.
- Experience leading a team is an asset.
