Job Summary

Fraser Health is seeking an experienced and collaborative Leader, Occupational Health & Safety (OH&S) Physician Services to join our team.

In this leadership role, you will help shape and advance occupational health and safety services supporting physicians across the Health Authorities. You will provide strategic and operational leadership for your portfolio, develop and implement effective OH&S programs, build strong stakeholder partnerships, and lead a team committed to creating safer, healthier workplaces.

Your key responsibilities

As the Leader, OH&S Physician Services, you will:

• Shape long-term safety priorities: Contribute to the development of long-range Health Authority Safety and Prevention goals, with responsibility for designated safety programs specific to the physician portfolio.

• Lead OH&S programs and services: Plan, develop, lead, manage and evaluate OH&S services across the Health Authorities. Provide leadership in the development, implementation, evaluation and continuous improvement of OH&S strategies supporting physicians.

• Connect strategy with operations: Ensure programs and initiatives align with strategic and operational plans, with effective change management and systems integration approaches that support successful and sustainable implementation.

• Navigate complex issues: Provide guidance and leadership within the program and take an active role in managing stakeholder concerns, resolving disputes and negotiating complex issues related to the portfolio.

• Lead and develop a high-performing team: Provide leadership and direction to assigned staff using effective people-management practices, including recruitment, training, supervision, performance management, employee discipline and, where appropriate, termination processes.

• Build strong partnerships: Establish collaborative relationships with key stakeholders and work across teams and organizations to support coordinated and integrated services.

Qualifications

Education and experience

You bring:

• A Bachelor's degree in occupational and environmental hygiene, ergonomics, kinesiology, occupational health nursing, or a related field.
• Seven (7) to nine (9) years of recent, related experience, including leadership of a similar function.
• An equivalent combination of education and experience may also be considered.
• A professional designation such as:
  • Canadian Registered Safety Professional (CRSP)
  • Certified Disability Management Professional (CDMP)
  • Occupational Health Nursing Designation (OHN)
  • Or an equivalent professional designation.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Reporting to the Director, Health Authorities' Workplace Health Services, the Leader, OH&S Physician Services is responsible and accountable for the development, implementation and ongoing management of Provincial Occupational Health & Safety (OH&S) systems, standards, programs and supporting systems that support physicians working in Healthcare in BC. Develops programs and standards to ensure consistent offering of OH&S services to physicians working for the Health Authorities as well as those working on a contract basis or with hospital privileges issued through the local Health Authority credentialing process. The Leader is responsible for WorkSafeBC (WSBC) regulatory responses and policy reviews and policy and analytical support that targets reductions of work related risks and injuries. The Leader is responsible for creating processes and programs to ensure physicians have access to Occupational Health nursing services, Incident Exposure and Injury Reporting as well as ensuring physicians are set up correctly with appropriate WorkSafeBC (WSBC) coverage. Once OH&S programs are established, the Leader will also be responsible for directing the work and teams created to provide the services to the Physicians. Represents the physicians OH&S needs at provincial meetings on behalf of the OHS Directorate and engages and negotiates with external stakeholder groups such as Doctors of BC, WSBC, HEABC Physician Services and health sector unions to ensure alignment of physician OH&S program development, structure, and implementation with existing OH&S services for Health Authority employees.
Responsibilities

1. Contributes to the development of long range Health Authorities' Safety and Prevention goals for the OSH Directors regarding designated safety programs specific to the physician's portfolio.
2. Plans, develops, leads, manages and evaluates OH&S services for the Health Authorities; provides leadership and guidance in the development, implementation, evaluation and the continuous improvement of Health Authorities' OH&S strategies for physicians to ensure programs align with strategic and operational plans; ensures appropriate change management and systems integrations are established to support successful and durable implementations.
3. Provides guidance and leadership to the specific program and takes an active role in managing stakeholder issues and disputes and/or negotiating complex issues related to such programs.
4. Provides leadership and direction to assigned staff using effective management techniques; hires, trains and supervises staff including conducting performance reviews, employee discipline; initiates terminations when appropriate.
5. Establishes partnerships with key stakeholders by collaborating on integrated services to minimize the impact of health and safety issues within the respective organization; ensures compliance with collective agreements, government regulations and applicable policies and procedures with regard to safety.
6. Develops and recommends financial and operational plans; develops and manages the operating and capital budget for the assigned portfolio; monitors expenditures to ensure expenditures are consistent with budget projections; implements corrective action, as required to meet budget targets.
7. Develops and implements team goals and objectives, policies and procedures to ensure the delivery of effective and efficient program implementation and consulting services; leads the development, implementation, evaluation and continuous improvement of provincial physician OH&S programs.
8. Develops collaborative relationships with external stakeholders including other health authorities, Doctors of BC, HEABC, provincial unions and other external organizations to develop, implement, evaluate and revise applicable programs based on best practices.
9. Coordinates provincial processes such as WorkSafeBC regulatory reviews, Occupational Health Nursing service provision, communities of practice and the regular review and maintenance of developed standards and programs. Identifies and initiates priority projects in consultation with OSH Directors and Prevention Leaders.
10. Participates in provincial steering committee meetings and provides leadership and expertise in workforce health and safety at the provincial level.
11. Identifies and promotes the development of research opportunities and utilization of research findings in the field of occupational health and safety; represents FH on internal/external committees or task groups as assigned.

Qualifications

Education and Experience

Bachelor's degree in occupational & environmental hygiene, ergonomics, kinesiology, occupational health nursing or a related field plus seven (7) to nine (9) years' recent, related experience in the leadership of a similar function or an equivalent combination of education and experience. Canadian Registered Safety Professional (CRSP), Certified Disability Management Professional (CDMP), Occupational Health Nursing Designation (OHN) or equivalent.
