Position Summary

The Portfolio Manager, Network Services provides hands-on leadership for Fraser Health's enterprise network portfolio, including campus and data centre networking, wireless services, voice communications, SD-WAN, cloud connectivity, and internet services. The role is accountable for operational performance, service reliability, strategic planning, vendor management, and the successful delivery of network-related initiatives.

The Portfolio Manager leads a team of technical professionals and works closely with clinical, business, and technology stakeholders to ensure network services support Fraser Health's operational and strategic objectives.

Responsibilities

Leadership & Team Management

  • Provide leadership, mentorship, and direction to the Network Services team.
  • Establish priorities, objectives, and performance expectations.
  • Foster a culture of accountability, collaboration, and continuous improvement.
  • Support workforce planning, recruitment, and staff development.

Network Operations & Service Delivery

  • Oversee enterprise network services, including:
    • Campus LAN and switching
    • Wireless infrastructure and Wi-Fi services
    • WAN and SD-WAN connectivity
    • Voice and collaboration platforms
    • Data centre networking
    • Azure and cloud networking services
  • Ensure service availability, reliability, and operational excellence.
  • Lead incident response, problem management, and service improvement activities.

Strategy & Planning

  • Develop network roadmaps aligned with Fraser Health's technology strategy.
  • Identify opportunities to modernize infrastructure and improve service delivery.
  • Support business case development, budgeting, and capacity planning.
  • Provide technical and operational leadership for major network initiatives.

Vendor & Financial Management

  • Manage vendor relationships, contracts, and service performance.
  • Participate in procurement activities and solution evaluations.
  • Oversee portfolio budgets and resource allocation.
  • Ensure value, cost effectiveness, and alignment with organizational objectives.

Project & Stakeholder Engagement

  • Sponsor and oversee network-related projects and programs.
  • Collaborate with internal technology teams, health authority partners, and external vendors.
  • Communicate service impacts, risks, and strategic direction to leadership.

Qualifications

Education & Experience

  • Bachelor's degree in Information Technology, Engineering, Computer Science, or a related discipline.
  • Seven (7) years of progressive experience in enterprise infrastructure or networking environments.
  • Demonstrated leadership experience managing technical teams and large-scale network services.
  • Experience with healthcare or other large, complex enterprise environments is an asset.

Knowledge & Skills

  • Strong understanding of enterprise networking technologies and operations.
  • Experience with modern networking architectures, including SD-WAN, cloud networking, and wireless services.
  • Strong vendor, financial, and contract management skills.
  • Excellent leadership, communication, and stakeholder engagement abilities.
  • Knowledge of IT Service Management principles and practices.

Preferred Certifications

  • ITIL Foundation (or higher)
  • Cisco CCNA, CCNP, or equivalent
  • Microsoft Azure networking certifications (e.g., AZ-700)
  • CompTIA Network+ or A+
  • PMP, Agile, or related project management certifications considered an asset

This version is approximately 40-50% shorter than a traditional health authority posting while still covering leadership, Wi-Fi, switching, routing, SD-WAN, Azure networking, voice, data centre networking, vendors, budgeting, and project oversight. BC’s health system is in the process of transformation. As part of the planned changes, certain IM/IT, Finance, and Supply Chain roles are expected to be in scope for transition to a new provincial shared services organization, BC Shared Health Services. Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health:

The Portfolio Manager provides senior level advice and guidance to Fraser Health executives within an assigned portfolio of Informatics which may include the development and implementation of application architecture. Leads and is accountable for enterprise-wide business and clinical information systems projects; manages timelines and resources; develops project budgets provides leadership to team members and facilitates service design, transition and operations management strategies. Coordinates the work of and supervises assigned staff. Coordinates the procurement and management of external services and devises strategies to ensure long term and maximum utilization of information and technologies. Provides direct supervision to assigned staff.


Responsibilities

  1. Provides senior level advice and guidance by consulting to all disciplines and stakeholders within an assigned portfolio by keeping abreast of the initiatives and issues within the business areas assigned and conducts strategic planning in the development of business cases, and process re-engineering initiatives.
  2. Provides project leadership to a variety of large, complex projects including a number of diverse disciplines and/or affecting multiple stakeholders; develops and manages project timelines; facilitates change management strategies; defines tasks; identifies, sources and manages resources such as contractors, staff or dollars; identifies and mitigates project related risks; provides guidance and direction to team members.
  3. Ensures project closure by providing post-implementation evaluation; measuring key outcomes, assessing project related staff, ensuring customer satisfaction, obtaining project sign off, and documenting lessons learned.  Ensures that projects and initiatives are aligned with the Fraser Health strategic plan.
  4. Manages assigned staff by selecting, supervising, and evaluating staff; assigns, evaluates and monitors work assignments; disciplines staff as necessary and initiates terminations; assesses and recommends staffing requirements; orients staff; authorize leaves of absences and approves overtime as necessary.
  5. Ensures the implementation of correct human resource standards and procedures by interpreting and administering the applicable collective agreements; investigates and responds to grievances of a confidential nature; represents management up to and including Step 3 of the grievance process; attends third party hearing with the representative of the Employer.
  6. Provides leadership to staff assigned to lead small to medium scale projects by providing guidance on project management duties, budget management, or technical issues; receives updates from assigned team leaders on project status.
  7. Provides input into project budget development and, once approved, manages the budget dollars by approving required contractors, purchasing software and hardware. Monitors and reports on budget variances if necessary and discusses with project sponsor as required.
  8. Liaises and communicates with project sponsors and stakeholders by monitoring and reporting on all phases of projects to ensure success and to increase overall quality of products implemented. Provides updates on project status and all aspects of the project as required.
  9. Manages assigned projects through the project management lifecycle using standard documentation methodologies such as project charters.
  10. Champions project management methodologies and best practices through mentoring, coaching, and communicating with team members, business units and staff.  Leads, assigns and/or advises staff with regards to operational requests or issues from customer areas.
  11. Researches and analyzes market, technology, and industry trends and standards related to technologies for the purposes of collaboration in problem solving merging business needs. Provides recommendations on the use and evolution of applications and tools.
  12. Prepares, manages and evaluates the procurement of external services by participating and/or managing the RFI, RFQ, and or RFP process including creating and evaluating the RFP and funds for large enterprise-wide systems initiatives. Liaises with outside vendors, reviews bids and/or negotiates equipment and/or service contracts, and makes recommendations where necessary to the Manager. Monitors the level of support to ensure requirements and expectations of the contract(s) are met.
  13. Provides expert advice and consultation by performing or managing the research, analysis, and recommendations for proposed technology changes. Provides input into application development and into the use of new technology for inclusion in the technology architecture. Provides consultation and advice to senior management on application technology alternatives and solutions.
  14. Participates in assigned Fraser Health, Provincial, and Federal committees; chairs and/or leads discussion as required.

Qualifications

Education and Experience

Bachelor's degree in Health Information Science, Computer Science, Software Engineering or a related study or equivalent combination of education, training and experience. Seven (7) years of related experience in a large complex organization including at least three (3) years' experience as a Project Manager.  Experience with health and corporate information systems.
