The Health Informatics – Clinical Ancillary Services portfolio has a permanent Full-time Senior Business Analyst position available to support our Surgery, Anesthesia, and Medical Device Reprocessing areas across Fraser Health.

About the Position

Utilize your consulting, planning, technical, and analytical skills in this challenging and rewarding Senior Business Analyst role.

You will support a busy technical portfolio with multiple integrated production systems supporting Surgery, Anesthesia, and Medical Device Reprocessing services across Fraser Health. Working in an operations-focused environment, you will contribute to system implementations, upgrades, integrations, enhancements, and ongoing production support.

• Support the implementation, optimization, upgrade, and sustainment of specialized clinical applications used for Surgery, Anesthesia, and Medical Device Reprocessing across Fraser Health.
• Analyze complex clinical workflows and business needs and translate them into clear functional, technical, application, and integration requirements.
• Assess current-state and future-state workflows, perform gap and impact analyses, and identify application, interface, infrastructure, and operational dependencies.
• Work with technical teams and vendors to support clinical system integrations, interfaces, data flows, and interoperability, including technologies and standards such as HL7 and other healthcare integration methods.
• Develop an understanding of application architecture and technical dependencies, including application servers, databases, interfaces, networks, devices, and supporting infrastructure.
• Support investigation and root cause analysis of complex production issues by gathering evidence, assessing application and integration behaviour, and working across application, infrastructure, network, device, and vendor teams to identify and resolve issues.
• Facilitate cross-functional discussions involving clinical stakeholders, technical teams, vendors, and other partners to clarify requirements, resolve issues, identify dependencies, and support informed decision-making.
• Develop clear and comprehensive documentation, including business and system requirements, workflow diagrams, technical specifications, interface and data-mapping requirements, decision documents, test plans, and operational support documentation.
• Support application configuration, system and integration testing, user acceptance testing, defect management, release coordination, implementation, and production readiness activities.
• Assess technical and operational impacts associated with system changes, upgrades, integrations, and vendor solutions and provide analysis and recommendations to support implementation decisions.
• Apply your knowledge of the systems development life cycle, project delivery methodologies, change management, and health informatics practices throughout solution design and implementation.
• Support effective transition of new systems and enhancements into operations by ensuring support processes, documentation, technical dependencies, and outstanding issues are understood and addressed.
• Independently manage assigned deliverables, competing priorities, dependencies, and follow-up activities while escalating risks, issues, and decisions appropriately.
• Contribute to continuous improvement of operational support, system reliability, documentation, processes, and knowledge sharing across the portfolio.

• Strong experience supporting complex clinical or enterprise applications, preferably in a healthcare environment.
• Demonstrated experience with system implementation, application support, integration, testing, upgrades, and production troubleshooting.
• A solid understanding of how applications interact with interfaces, databases, servers, networks, medical devices, and other technical infrastructure.
• Experience with clinical system integration and interoperability, with knowledge of HL7 or similar healthcare integration standards considered an asset.

Detailed Overview

The Senior Business Analyst is responsible for providing leadership in Business Process Reengineering concepts, methods and technologies.  Leads the analysis and documentation of business requirements for client-facing and internal Informatics services delivery processes for business, clinical, and systems support services within Fraser Health.  The Senior Business Analyst will be engaged in multiple initiatives and will be responsible for project planning, business requirements gathering, data analysis and supporting the execution of projects and change management.  Provides leadership and acts as an escalation point for Business Analysts to assist in resolving complex problems.
Responsibilities

1. Provides strategic planning support and change management services by leading and providing senior level support and guidance in streamlining business processes and best practices for health and corporate information systems capture and utilization.
2. Leads, develops, and maintains the business processes necessary to facilitate care provider access to health and corporate information systems by conducting feasibility studies and determining user requirements for the uptake of health and corporate information functionality or systems. Leads, coordinates and/or participates in initiatives and process redesign that supports and follows the service management methodology.
3. Provides senior level business analysis by carrying out work flow analysis, developing business information requirements and models, defining business scope and objectives and planning, designing, or modifying practical manual and automated business processes.
4. Provides health information systems projects responsibility, under the direction of the Lead or Portfolio Manager, by performing business systems analysis support. Will lead small projects and provide project management guidance to Business Analysts.
5. Analyzes and diagnoses health information systems applications and/or business issues and provides resolution to either the systems or the business processes. Supports business process changes and/or functional changes to health information systems in support of business practice requirements by testing, modifying, and maintaining the integrated health information systems applications.
6. Develops Service Level Agreements between Informatics and assigned business areas to support the movement of projects to operational status, maintenance, and support.
7. Resolves operational issues with health information systems as identified internally or externally from the Informatics Customer Service desk.
8. Participates in the development, implementation, and evaluation of health informatics goals, objectives, policies and procedures for Informatics and assigned business areas within Fraser Health.
9. Participates on assigned internal and external committees as required and works collaboratively as a member of the Health Information Systems and Services team.
   

Qualifications

Education and Experience

Bachelor's Degree in Health Information Systems Management or a related field or an equivalent combination of education, training, and experience. Three (3) to five (5) years of recent, related experience in a medium to large sized organization. Experience with health and corporate information systems.
